DeleGate can be used for commercial purpose WITH FEE which depends on
whether or not it is used with modification, and the amount of usage
including the number of installations and users or distributions.
But even for commercial usage, DeleGate can be used WITHOUT FEE if the
following conditions are met: 

 i) Tentative or evaluation usage
   Install and use DeleGate for evaluation possibly with modification, or

 ii) Small-scale practical usage
   Install DeleGate without modification, then use it domestically or
   provide its service to others for free, within following extents:
    - install it on less than 50 domestic hosts
    - provide it to less than 500 domestic users
    - provide it to less than 5000 subscribers (when it is used by a
      network provider)
    - provide it to less than 50000 external users

To use DeleGate not under the above conditions, or to use DeleGate to
make profit, you need fee to do so.  Ask for more details with E-mail
to "delegate-license@m.aist.go.jp".
